New Water Resources Scientist Brings Wealth of State, Local Experience

Dec 23, 2025

We’re excited to introduce the new Water Resources Scientist on our team – a person with a wealth of experience working to improve Vermont’s watersheds in both the public and private sectors.

Evelyn Boardman, of Starksboro, served Vermont most recently as a State River Scientist and previously as the Municipal Roads General Permit Coordinator. She also spent many years working as an environmental consultant and understands the logistics of working on water quality improvement, monitoring, restoration, and permitting projects in Vermont.

For the State, she worked with individuals and communities to advance flood resilience and water quality initiatives and oversaw permitting for municipalities. Over the years, Evelyn developed a wide range of skills related to assessment and data analysis, from permitting and mapping to public engagement. Her repertoire includes expertise in river, floodplain, stormwater, and residential wastewater projects.

“I’m excited about the work Stone is doing to support Vermont’s resilience and natural resources, and looking forward to contributing to these projects,” said Evelyn.

She will be supporting a wide variety of projects including stream/river and floodplain restoration, flood resiliency, and stormwater management, according to Peter Lazorchak, PE, service line leader for Stone’s Water Resources Management Team.

“Evelyn brings a wide range of skills and areas of expertise that will benefit many facets of the work our team does here at Stone!” he said.
